Most doctors say children 4-6 need 10-12 hours of sleep, so you need to just figure it out on that-when he wakes up, does he sleep throught the night well...and some kids need more sleep than others. My ten year old still gets 10 hours at least!

I have a 15 yo and a 12 yo, both girls.
It depends on when he/she gets up in the morning and what naps he/she is taking. Kids that age need about 10-12 hours of sleep per night. So if they're getting up at 7 and taking no naps, then between 8-9 would be a good time. But what I read says that there is no perfect time kids should sleep for, they're all different. You need to figure out how many hours works for her so she is not grouchy all day. Also even if she doesn't take naps, she may need an occasional one here and there depending on what she does during the day. If she's outgrown naps, maybe an hour of quiet time during the day might be helpful too, where she has to be in her room quietly looking at books or whatever.
Off the subject of bedtime, but the whole picture needs to be taken into account. Also don't feel bad if a time like 9 works great for your child, don't let other people tell you that's wrong, too late or whatever, do what works for them. Good luck!

As a mother of 11 year old twins, and a 3 year old, I have found that, when the twins were 4, 8:00 pm was a good time, however, now with the 3 year old, it is a little harder to put her to bed as early because the twins are up, so she goes down about 8:45, and the twins follow at about 9:15 - 9:30. And they are all well rested the next day, as long as they get in at least 9 hours of sleep.

My son is asleep by 9 or 10.
I couldn't imagine him going to bed by 8, but I'm a single mom working 2 jobs. We don't get home till 6 or 6:30.
We eat, play for an hour outside, bath time, story time and take 30 or so minutes with no distractions just talking about whatever.
He wakes up at 7 a.m.

My 4yr old goes to bed anywhere between 8:30 to 9:30 unless it's a weekend and both of us are off work the next day. Then he falls asleep around 10:00.

You need to figure out what time the need to be up in the morning. Are they in preschool, day care, etc? Do they normally wake up around the same time every morning? Since kids that age need around 10 - 12 hours of sleep, figure out what time they need to be up or normally get up, figure in naps if they still take any and go from there. Don't let anyone tell you what time is best for you. You need to figure out what works best for you and your family. Once you figure that out though, be consistant. Even if you go out late or whatever, keep their bedtimes consistant and you'll see they'll start to go "down" on their own right around that time every night. You'll see the yawns starting and everything and they'll be less likely to fight you.
Good Luck!
