Offered to pay damage, other party wants to proceed with an insurance claim

if its occured on private ground the insurance company may not be interested,and you could get off scot free but the third party could sue you for damage thay best exept your offer

The person you hit does NOT have to claim it under his/her own insurance. What if they don't carry collision? They can simply sue you if you don't provide your insurance info and you will have no choice but to have your insurance company defend you and handle it. If you have made them an offer and they aren't willing to accept, and they want to proceed through your insurance, he/she has that right. I suspect they think they'll get more money from the insurance company than you're willing to pay them for their damages.

I don't think in this instance you have to provide your insurance details.
If the other party wants to make an insurance claim, they will have to make it on their insurance policy (not yours), and if their insurer decides you were at fault they'll attempt to claim the cost from you or your insurer. If this happens, it will be easier for you to have your insurer handle the claim (although possibly more expensive if your no-claims-discount is worth more than the damage).
It might be worth talking to Citizens Advice or (if you are a member) Which?, the AA or the RAC.
