Johnnycake Cobbler
(for a real treat, try cutting up 3 -4 purple plums to mix with your peaches--- the contrast is remarkabley delicious!)
1-1/2 C flour
1/2 stone-ground cornmeal
3 - 4 Tbl sugar
1/2 tsp baking soda
1 Tbl baking powder
1 tsp salt
1/2 stick cold, unsalted butter,cut into 12 pieces
1-1/4 to 1-1/2 C heavy cream
Put flour, cornmeal, sugar, baking powder, baking soda, and salt in food processor fitted with a metal blade. Pulse 5 or 6 times, just to blend the ingredients. Add the pieces of butter. Pulse the machine 18 - 20 times -- until it resembles coarse cornmeal. Remove to large bowl. Make a well in the ingredients and pour in 1 -1/4 C cream, stirring with fork to draw in the dry ingredients from, the sides of the bowl and form a dough. If the mixture is too dry and doesn't hold together, add more cream, as much as 1/4 cup more. You want a soft, moist dough that forms curds as you stir it.
DO NOT OVER WORK THE DOUGH!

I couldn't find any recipes with the topping you wanted, but did find the recipe for the topping that you can add to your own cobbler recipe :)
2 cups self-rising flour, plus more for dusting
1 tablespoon sugar
1 1/2 cups heavy whipping cream
In a medium bowl, stir together the flour, sugar, and cream until the dough forms a ball. Turn the dough out onto a surface dusted with additional flour. Fold the dough in 1/2 and knead 5 to 7 times, adding just enough flour to keep dough from sticking to your hands. Gently roll out dough to 1/2-inch thickness. Using a 3-inch biscuit cutter coated with flour, cut dough into biscuits. Place on baking sheet coated with cooking spray, leaving at least 1-inch between each biscuit.
