You should notify the authorities. There are laws against "dog at large" which this is. If you are willing to file a complaint, and I don't know why the neighbors have not done so already, the authorities will issue a citation or seize the dog if the owner does not comply with the law. As far as defending, do not approach the dog. Do not run. Do not stare at the dog - eye contact constitutes challenge. Back away, keep the dog in sight. If the owners are present, ask them to confine, leash the dog. You can obtain dog spray (usually a citrinella spray , not harmful to the dog, but does do some deterrant action). There is also bear spray available at the sporting good store. I walk dogs for a living, and carry a can of spray to protect my clients from loose dogs. In the event of attack, keep your arms to your body to protect your neck and face. If it is a big dog, and it gets you to the ground, protect your face the neck in the classic tuck position. Hopefully, you can avoid this situation by reporting the dog now.

Call the police! A rabid dog is not something you want to mess with....the yard work can wait! The police will probably shoot the dog onsite, so keep the kids in the house!

We had a skunk in our neighborhood in the middle of the day...the cops came out with shot guns....the skunk got away though!

Call the police or sheriff or animal control.I am sure there must be some laws about dogs at large or running loose in your area.
They can pick up the dog and either find the owner and tell them to tie it up or contain it some how.

Call the police or animal control. Do Not try to take this dog on unless you have a gun and are in a spot where you have no choice!

If the dog is terrorizing the neighborhood, which means it is a threat to other animals and people, call your pound. Dogs can kill, you know. ASPCA is better than your local pound usualy, though.

Call the State police. They will send someone to handle it.
Monitor where the dog goes to show the officer.

Okay, if it's really rabid, call animal control. If it's aggressive, be careful, and try to avoid it. If it does attack you, if it bites you, shove your arm, or whatever it's biting into the back of it's mouth. It is forced to open its mouth and let you go.
