Jehovah God was speaking to Jesus Christ his first creation. Jesus was with Jehovah God for billions of years. Jehovah was not talking to himself. Jehovah and Jesus are not one and the same as people think. they are different. Father and Son. Jesus Christ was never king of the jews

The Bible is clear::
Gd spoke to the earth, the material world, who had already helped Gd make the other plants and animals on earth::
Genesis 1:20 And Gd said, Let THE WATERS
bring forth abundantly the moving creature
that hath life, and fowl that may fly
above the earth in the open firmament of
heaven.
Genesis 1:24 And Gd said, Let THE EARTH
bring forth the living creature after his
kind, cattle, and creeping thing, and
beast of the earth after his kind: and it
was so.
Genesis 2:7 And the Etrnl Gd formed man
of the dust of the ground, and breathed
into his nostrils the breath of life; and
man became a living soul.
And so Gd joined with the earth to make man and woman as well. The earth provides the flesh and blood, the material parts, while Gd provides the soul. Let US make man in our own image, means the physical image of the material, and the spiritual image, the soul, which comes from Gd.

I answered this in another open question, but here goes ...
In Gen. 1:26, the Hebrew word translated as God is "Elohim," which implies several entities in One Divine personage. Elohim is the pleural of elowahh. Overwhelmingly, God refers to Himself thoughout the Old Testament in this manner. This word is the foundation of a Christian/Messianic Jewish belief in the Trinity.
God is speaking to Himself in this passage. There are some who mistakenly teach or believe that the "us" to which God refers includes the angels. However, the angels are clearly not gods.

In the new testament you can see the plurality also.
John 14:23 Jesus answered and said to him, "If anyone loves Me, he will keep My word; and My Father will love him, and We will come to him, and make Our abode with him.
And:
John 3:11 "Truly, truly, I say to you, we speak that which we know, and bear witness of that which we have seen; and you do not receive our witness.
First He starts out in the indicative.
Then He switches to the Plural.

God was speaking to his spirit son Jesus Christ(Christ like us did not have a body yet). Jesus then obeying his father created the earth, the creatures on the earth, and us with the power that God the Father had granted him. Jesus was then the god of those people, or the people of the old testament, known as Jehovah. He followed the plan set forth by god in the pre-earth life. Ofcourse later he came to earth as the only begotten son of god in the flesh, he reigned on earth as king of the jews and atoned for our sins... was crucified and then resurrected.
Thats my LDS belief, I would add that I also believe that the god head: God the Father, his son Jesus Christ, and the Holy Spirit are seperate beings... like I said, thats my belief and I have a testimony of it, you can do with it what you'd like...

Himself. We believe in the Trinity (God the Father, Son, and Holy Spirit) but the Jews at the time would have understood this in the same sense as the royal "we." (You know, the whole Queen of England thing)

God wasn't talking 2 anyone,it was His thought,and it was heard by the writer of the Bible through prophecy!!!By the way Jesus wasn't born yet,this was still the beginning-Adam&Eve were the first people on earth.Which would require Mary&Joseph not heard of yet(the parents of Jesus)so he wasn't talking 2 Jesus either.Just Himself-A thought of what he wanted 2 do and so He did!!!When the Bible was written the prophecy heard the words of God.Be Blessed and have a nice day!!!

He was speaking with that individual we know as Jesus.
Colossians 1:15,16 speaks of Jesus as being the very first creation and through him all other things were made.
You might want to peak at Proverbs 8:22,23 +30.
