The person snuck into Puerto Rico from the Dominican Republic, married a Puerto Rican woman, had a child from the marriage, moved into mainland U.S. and has been living in the U.S. for three years. Is there any hope at all in the current immigration laws to obtain legal status?

By entering illegally, the criminal (oops, I mean person) has no hope of ever getting citizenship under current law. They would need to go back to the Dominican Republic and file an application to immigrate. It will be an automatic 10 year ban before they can enter the country legally.

You should consult an immigration attorney. They can advise you on this.
