Yes indeed, and especially the clause about Border Security ... can one really say that Mexico participates whole heartedly in that? I think not ....

I looked at the website, and it sounds like more Selling Of America, to me, what americans want, not some special interest group, but most actual citizens, the people that currently inhabit the United States, is for Mexico to get its' act together. Canada's basically a neutral country, they have pine trees, bacon, and maple syrup, and snow. And large mosquitoes. Mexico's got the raging poverty that they somehow expect america to fix, and we've apparently got a Congress that can't say 'no', to ANYTHING, unfortunately including bribery...trends and forces are at work to undermine the United States as a healthy, prosperous, and stand-alone country in its' own right, this is 'globalization' all over again, we've seen what NAFTA did for both the US and Mexico, anyone for seconds? LOL

That's easy - because Bush is doing it behind Congress's back without their oversight or authorization. I don't know who authorized nascor, that's another national secret.
