If you're a girl ( I suspect you are ) you will not get buff. That's a myth. I lift 5 and 8 pound weights, 3 times a week, 20 minutes a day. You will see results in a week. Stick with it!

I find a great way to tone your arms is using a stretch band which is pilates tool. Low impact and easy to do anywhere. They run about $15 for the Nike brand

Isometrics and Isotonics. Resistance and movement that excersizes the muscles, increasing strength without bulding bulk. Unfortunately, the flab may be stretched skin, that won't go away without surgery.

What my brother used to do for wrestling was once, reduce holes in a plastic trash bag so you'll be able to put on it as though it was once a jacket, then layer up with sweats. He did this so drop some weight. Basically you desire to sweat alot, and from sweating alot you are going to drop some weight. So layer up, and pass take a run! :) Hope I helped

If you want to lose flab then you need to do cardio.
You cannot target fat to lose. This is a common misconception.
If you build muscle there without removing the fat your arm will get bigger.
