Not sure about TX, but some pre-schools have 2 year-old classes. I am putting my son in one here in Wash state because he was a preemie and want to make sure that he is not behind when he starts school. Some pre-schools in churches have 2 year-old classes, but some of them are like Mommy & Me types.
