Toddlers don't understand that what they are doing is potentially dangerous.
I keep my son in the cart. I bring a lovey, drink, toys and a snack for shopping--yes I have a huge purse! It does mean that some of my trips are limited, but that is ok. He is also old enough that I get the "fun" cars with the cars on the end of them or the munchkin sized carts for him to push around.
Don't let her tantrums sway you to let her walk without holding hands. Her job right now is to make you crazy and to push for independence. Show her you are the mommy and make her stay in the cart.
Also, who cares who sees her throwing a fit. Most of the time when my son does it because he would rather run through the store, I get lots of old ladies trying to make him smile or a lot of "been there" looks from older moms.

Sounds like she is a bit spoiled and needs discipline. Maybe a little swat on the behind, or a couple of time outs. The one time my daughter did that in a store, I walked off from her. I could still see her the whole time but she didn't realize this. She immediately quit misbehaving and started calling for me. When I walked back around the corner she was all sorry and sweet. It never happened again.

I have a 20month old son.. he is the same way. I strap him in the cart if were in the store, but if were out and by roads or somewhere busy, I bought at walmart... a teddy bear back pack that comes areound him in front and straps and the back tail I can hold so he doesn't run off. It's cute he can put stuff in it like a back pack and everything.. and then I don't have to worry about him running off and getting hurt or running in the street..

I am the mother of a VERY active 22 month old and pregnant again and my son is also a runner. I broke down and bought one of the little harnesses to put on him after he almost got hit by a car when he ran from my husband in a parking lot. Some people may think it is bad parenting to harness a child, but it is better to keep them safe than to have them run off and get kidnapped, or hit and killed by a car.

Did you have it this bad with the other two??? Try talking to her as much as she'll understand. Next time you go to the store bring things that will interest her for a while or make up games as you walk through the store.

Sometimes you have to let a kid pitch a fit. She needs to start understanding that you are the parent and what you say goes. If you let her start winning battles this early, what are you going to do when shes a teenager? Good luck!

They now come with animals that are backpacks.
Better than the kid getting lost or worse.
