Rice is a grain, and grains dry when ripe so they can fall off the plant. It also helps them survive through winter till spring without rotting.
Rice roots are in water, the grain is above the water.

I have no idea. However, my guess is that when the rice is harvested it gets strained of excess water. So, it may have some moisture, but as it's shipped and processed, more water gets removed.

It grows above and have a lot of energy from the sun. Also a lot of wind. After harvest they boiled and dried it.
