If you require a licence then the cheapest places to buy OEM software are the online sellers, many will sell without hardware, especially those who only sell software!
The OEM version should not be available in the shops.

oem means original equipment manufacturer.
if you bought your computer new from a dealer you should have recieved the oem disk with the pc if it had pre-installed xp.
if you did not you probably have a pirated copy of windows.
i dont think you can buy an oem version exept if you are a manufacturer. you have to buy a dsp version (ie the one sold at the stores by themselves - not with a computer)

You can buy an o.e.m. copy legally, but you need to buy a piece of hardware to go with it. Usually you buy a mouse or something from somewhere like Dabs at the same time as you buy your oem copy.
