It depends on how old they are...

I used to get my children to do community service.
It keeps them busy, they are helping other people.

And now that my kids are older, I am able to write up a resume for them and it looks great.....

Kinda need to know where you are honey. But there are a ton of free activites in the summer. Go to the park, the beach, go for a nature hike, fishing. The fishing can be free if you have poles, go out at nite or after a rain and pick some worms or believe it or not some fish like salami and bolgna. My son used salami for a fishing contest one year and won a prize, he got the most fish. Alot of bigger cities have zoosthat are free.

I don't know where you live, but here in Milwaukee I take the kids to the park, down to Lake Michigan or various other small lakes, we have plenty of public swimming pools, the school system has free supervised playground activities at most local schools & some even offer free, hot lunch..there's always picnics, kite-flying, rollerblading, bike-riding, lawn games.......

plan a bike ride with a picnic. plan a scavenger hunt through the front and back yard...maybe some neighbor's yards if they would agree to it. Have a craft day where the kids stay outside, make a craft, have lunch outside and finish the craft and clean up. Have a library day. Make it a game or contest to see who can read a book a week.

Go to the library! Most libraries have a lot of programs during the summer, beyond the regular book clubs, and they're free (plus, air conditioned)

Take them to the library, there are usually kids activities going on, to the park to play, to the lake, bike ride, etc.

how old are the kids? city or country? In my opinion the "old school" games still tickle my kids pink when I show them. Kick the can, hide and seek, red rover, imagination and love can go a long way in the raising of kids...

The park? If you live near Madison, Wisconsin...they have a zoo that is free. Small, but nice exhibits and animals.
