If you can't afford a tutor, see if there is a center around during the summer months that helps students with academic skills. I'm not sure if you have them, but several bigger cities here in the states have them for free.
If those aren't feasible options, take him to the library and let him pick out a book or two a week on topics of his own choosing. Make one a novel and one a non-fiction, poetry anthology, or drama. If you can, read the books with him and talk to him about them. Challenge each other to see who can read the book the fastest (but make sure he is reading for content not just skimming!).
Have him write down four questions from the reading and answer them, or find the questions online at a source like sparknotes.com. Don't let HIM use sparknotes. For instance, for a novel like The Great Gatsby, what are the major themes and images througout the book? What do they mean?
The more he reads, the better his writing will become. The skills go hand and hand. If he finds an author he likes, see how many books you can find by that author. For a creative challenge, have him write a different end to the story, add on another chapter, or write out a conversation he would like to have with the character.
Be forceful but not mean. Reward him for finishing a book and for completing a writing assignment. Do small rewards for little goals, like cooking his favorite meal if he finishes four chapters in an 8 chapter book, and bigger rewards for bigger goals, more time on the computer or a trip somewhere.
Good luck. He's at a difficult age, but young adults at this age can really astonish you sometimes with their brilliance.

The best way to help him is to increase his vocabulary and use of language to express himself. If he is getting poor marks, more often than not it is because he has a limited use of vocabulary or because he feels uneasy with writing or verbal skills. It's not unusual, and I'm sure he's not really planning to be another Steinbeck, but it is important for him to feel comfortable with words and use them correctly. When assisting my sons, I found that giving them a word a day out of a thesaurus was most helpful. Hope this helps.

I just finished a class on "how to teach". The best thing I learned is that not everyone learnes the same way. If The English teacher only has them reading, he may not learn the from that. He may learn better from visual stimuli, photos, videos,... Or from verbal/sound, talking, tapes, ...
You need to find how he learns best and work from there.

Get a book for him to work with that specifies in the area og english he will be doing in September. Make sure he does some every day.

You should not try to teach him yourself since you don't have the skill. Reading helps writing so you should reward him with money or things he wants to do for reading books. Try to get him to read as many books as possible. You could ask him to do book reports but you can't grade them. I recommend doing everything you can to get him to read. Read the books yourself so the two of you can talk about them. Reading is the best bet.

Make him read for an hour a day. Take him to the library or book store and find a few books that he would enjoy. The more you do it, the better you become at it.

force him to practice. Even if he complains. Set up a rewards system to get him to practice. For every bit of improvement you see, give him somthing, like an extra hour to stay up after bedtime or a candybar. he'll hop to it.
