I've been interviewed by the consul at manila, with my son 3 yrs. old, He gave me my passport with Yellow Slip and a 214 refusal letter. I am confuse when i got home as i had read the NIV information regarding visa application. I was not able to ask question because i focus on what he gave me, the letter, so i went home with my son.
Can someone help me or ans. me?

214(b) is the section of the INA that says that a consular officer must presume you are an intending immigrant unless you can convince him or her during your interview that you must and will go home after a short visit. If you received a 214(b) letter, your visa application was refused.

You are entitled to appeal the decision, if you feel you have additional information/documentation regarding your situation, and you are free to apply again.
