this is a true story, and I hope you understand why you shouldn't try it when I'm done.
I've had my belly button pierced 3 times. the first time was in the 9th grade, I was in school (in CO), and it was lunch time... after putting ice on the area for a long time, a friend of mine used a safety pin (sterilized by holding it to the flame of a lighter), to pierce it while another friend held me down (we anticipated that the pain would cause me to have a change of heart during the process.)
it worked, but it never healed. months later it was still infected (very painful, by the way. the metal on the safety pin is nickel or some other cheap metal-- it needs to be a certain kind of steel in the first few weeks or else it will not heal. So by then I was in Berkeley, CA... and a guy at a shop on Telegraph St. gave me a 14 gauge steel ring to replace the safety pin in order to attempt to let it heal, as well as anti-microbial disinfectant gel to use as a lube for forcing the ring in.)
Now, that ring was about twice as thick as the safety pin, and as the boy at the shop explained: when you get it professionally
done, they use a hollow needle. this takes out the skin to make room for a ring.
A safety pin will only tear the skin.
ok, so in spite of this fact, I had managed by that night, after a couple hours of the most sickening self-induced pain and determination to get the ring in the infected tear in my navel.... I finally succeeded.
it still took months of washing with liquid Dial Antibacterial soap everyday to sorta get rid of the infection.
My foster parents saw it when I moved in with them (in Albuquerque, NM now) --and made a deal with me-- that if I took it out, let it heal completely, then for my 15th b-day, they'd take me to a professional.
The pro was better than doing it with a safety pin by ever degree imaginable. The only reason I had it done again after that was because I had to take it out for cheerleading, and it closed up
so... if that doesn't freak you out enough to discourage attempting to do it yourself, then maybe telling your mom that story will make her weigh the pros and cons of leaving you with the ability to even try to do it. I mean, she probably doesn't like the idea of your navel piercing, but if its professionally done, then she definitely doesn't have to worry everyday that you're going to end up with some serious infection or disease from an non-sterile safety pin act of rebellion.
****update****
I thought I'd let you see a pic of what it looks like, this is my navel piercing at 18:

I honestly don't recommend doing it yourself, but i know from experience that a teen will do what they decide to do, irrelevant of the consequences.... I was lucky; but who's to say that we'd have similar experiences?
not to mention comparable thresholds for pain, and you better believe that was intense. Also, I knew that I would be running away the next day or so--- if you live at home, you may find the situation a little less tolerant to your decision to do it.
thats a lot of pain to go through just to have to take it back out.
Also, one last method to try: Tell your mom you want to get a labret piercing, or your eyebrow or nose or all of those... my friend literally got her f'n arm pierced- I'm not making that up. I know people who've gotten their tongue split at the end like a snake....
if you present her with the scariest freaking situation possible, a belly ring might look a little less unfathomable of a compromise.
I don't mean to suggest disobeying your parents, I really truly don't. But only an idiot would waste the energy telling an adolescent to just listen to her parents when there's no reason whatsoever to think that if you've gotten to the point where you're looking for other ways to do it even though your mom has already said no.... that somehow you'll just listen to some random fool online who gives you less information and/or education on the matter than your mom did the first time.
good luck, and don't overlook the possibility of holding off... maybe if you tell your mom you thought about doing it on your own, but at the last minute decided that you love and respect her and apologize for not just listening the first time she said no, and that you will not bother her again about it-- but if she should change her mind at anytime in the future, you'd really appreciate it if she let you know....
she may just be impressed enough to consider allowing you to do it a certain age (16, usually is the arbitrary number parents decide is okay and doesn't make them look bad)

You can use a book; to slap yourself upside your head! Don't pierce anything on yourself. Not only could it become infected, you could get a disease if whatever you use isn't properly steralized. That infection could land your butt in the hospitol. Just wait until you are old enough. You can't get it at your age b/c your body is still growing. You want a deformed belly piercing? That could happen too. Just be patient and wait untill you are the appropriate age.

BAD IDEA! I've seen a lot of infections from professionals. I hate to think how bad the infection would be if you did it yourself. You will live not having your belly pierced. Wait till you get a little older.

EW!
Why in the world would you want to do that yourself?
Girl, you better go to a professional. You need to make sure all the instruments are properly sterlized. And, you need to keep the piercing SUPER clean with a special watered down oinment.
Spend the cash for a professional.
Or, save up your spare change...it's worth it.

DON'T do it at home!!! Can you say infection and scaring??
If you just cannot wait until you are eighteen, tell your mom you are about to permanently disfigure yourself.
The needle used at a piercing studio is hollow, and sanitized properly. You really can't pierce deep enough yourself... just don't do that!!!

you'll get it infected! you should never try to pierce yourself, it's just stupidity. You want you're belly button to get infected? you want gross puss coming out of it? then by all means go ahead. My little sister pierced her belly button and it got all infected and she couldn't wear a bikini all Summer long because of her disgusting infection.

Here's what to use: some patience. Wait until you're 18, then take yourself to the tattoo parlor.
