Have your vet scan the cat to see if it has a micro chip. They are commonly place in pets with info on the owner/vet.
Check the local Humane Society to see if someone has been in or called looking for a cat that matches that description.
If you put an ad in the paper, please DO NOT give a complete description. Anyone could call and claim it is theirs. Leave something out of the description, like it has one green/one bue eye or a white tip on the tail. That way, when someone calls, you can ask them to describe the cat, and get a better idea if it's actually theirs. This is, unfortunately, necessary in these days. People will claim animals that aren't theirs MAYBE because they want an animal to love and can't afford the adoption fee for one, or they gather lost pets to sell to research labs. Horrific, but is DOES happen.

firstly call your local SPCA or animal shelter they may have a LOST report filed for the cat, if you dont know if your area has an SPCA or similar - call your vet to find out where you should call....if their is no LOST report, make sure you leave a FOUND report
you should look the cat over for a tattoo or even take it to the vet for scanning for a microchip... did it have a collar? most newspapers allow free "lost and found" ads for pets so call them
put a sign up at your local grocery store
dont keep cat inside for too long it may know its way home

Run an add in your local paper, and good luck! I now have 2 cats that no one ever claimed. That is the bad part, sometimes a cat will adopt you, because it can sense that you are a caring, kind person, and it feels your home will make a nice home for it also. They say, cats select who they will allow to "think" owns them - tag, you just may be it.

Advertise in the newspaper under "LOST AND FOUND". Describe what the cat looks like. If no one claims the cat, you can either keep it or take it to a local animal shelter. They will post the cat's picture in the paper for days.....at least that's what our shelter does.

post fliers around local gas stations and grocery stores and state you found a cat, maybe vaguely describe the cat so that people don't call and lie just to get the cat. kinda like if you find a piece of jewelry or something, you have the person describe it to you

hold on to the cat till some one puts an ad in the paper for a lost cat then you call them and ask them to descirbe the cat to you if descirbe the cat you have then you have their cat or you can take it to the shelter and they can deal with finding there owner

I just took in a stray and called my local Human Society to find out what legal risks I was taking in doing so.
She said that if I have been taking care of the cat for over six months with me feeding him and him living primarily on my land, then he is mine. I had, and so now he is and lives inside. (I'm in WA state, USA)
So if you really want this cat, and it's been that long (at least in WA) it is yours.

i would take a picture of the cat, then post it around the neighborhood, with a lost cat notice. maybe some one will notice it, don't forget to leave a contact number. if not take it to your local police station,or adopt it yourself.

if it has a coller that has a number on it you should call that number. if it dosen't you could take a picture of it and make copies and write found cat with your phone number and address so if the owner sees it then the can contact you.

Call local vets, your animal control officer, your local animal shelter and any local radio station that runs pet lost and found ads. Make posters and put them up at your local supermarkets. That's how I found our dog, who got disoriented and lost in a blizzard (we were away and had a house-sitter.)
