If you are old enough, you could find some kind of volunteer work doing something you like. Check the library or even churches that has youth ministry (note you don't have to be a church goer). Does your city have any youth programs?, check that out.
But, if you are not old enough, then read your other answers.

Happy Bday! Grab some friends and set something up...go to a place you havent been before. Call up some old friends or ones you havent talked to in a while. They will be thrilled that you called and you can ask them to invite some of thier friends.
