It will depend on the size of the monitor his computer has. Nowadays usually is 1024 x 768 pixels.

So you can use any image editor program like Adobe Photoshop, open the image, go to menu "image" then select "Image Size", then type Width = 1024 and be sure the option "Constraint Proportions" is checked (Height will be adjusted automatically keeping proportions).

This will give you an image of similar size to a full screnn, but it will be heavy (maybe 1 MB), so to solve this you can go to "File" then "Save for Web"; in setting select "JPG", Quality = 60 and click save. It will optimize the quality vs size, keeping image at 1024x768 but maybe only 300 KB heavy.

im pretty sure you can just click on start. then click on programs. then click on accessories. then click paint. click file at the top of the screen and click open. bring up the picture. then click on image at the top of the screen and click on stretch/skew. where it says stretch horizontal and vertical, instead of them saying 100%, change them to be 50% if you want it to be smaller. if you want it to be bigger then do the opposite. then click file and click save. i hope this helps.
