No, unfortunately, that's just advertising hype. For instance, I can raise the hp of a car on a dyno simply by lowering the temperature in the dyno room by 20 degrees, making intake air colder...and see, whatever product I just installed added horsepower!

It's bunk, sorry. Manufacturers gets HUGE incentives for increasing fuel mileage in their vehicles because of the Corporate Average Fuel Economy (CAFE) Federal Standard program - if a throttle spacer truly increased mileage, there would already be one on your car.

I know on a carb engine at least, that a spacer is supposed to increase torque at certain engine speeds. If the same idea was applied to the fuel injected engine, it would mean that there was added torque there too. If the torque is increased at the speed where you drive down the highway, you will not have to push the gas in quite as much to get the same amount of torque that you currently have, and you can push the car down the road at the same speed with slightly less gas. That's the whole theory of the thing at least. I can't say that I know of any true cases of it working though.

The idea of a spacer is to allow the fuel air mixture to cool down & compress, thus causing a more potent combustion in the cylinder for more power. Thus increasing HP. This is the purpose behind high rise intake manifolds & the manifolds that GM used on some muscle cars where the intake had a plate covering the camshaft instead of the intake itself. As for better fuel mileage, who knows? I wouldn't bet on it.

In a nutshell there is nothing you can add to a car to increase it's fuel milage. Don't fall for the hype! Just keep it tuned, check the tire pressure and keep your right foot in check.
