Do you realize this is bordering on harrassment? You have to tell him straight out that you're not interested so that he get's the point and, if he takes it any further, go to the Human Resources Department (if your company is big) or get legal advice. If no one else has witnessed his actions and you haven't told anyone about this, you need to start doing so in case this goes any further with him.
