I'm no expert but the one of the key things to making a girl wet is to contain a deep love and desire for her. The drive to make and want HER feel good while putting yourself last is important, no girl wants a selfish guy that's only thinking about me, myself and I. Emotions play a key part in this. If you two love each other, simple kissing and cuddling with light caressing and intimate touching will get her wet easily. When she's in the mood to make out, rub her legs gently, cup and caress her breasts (through her clothes first, then if she's comfortable with it, work your hands up her shirt), play with her hair, kiss her face, neck and lips... show her how much you appreciate her and how much you admire her body, all of it, not just the sexual parts. Seriously, how many times have you been with your girlfriend? Different times of the month can affect the wetness, also if she is really in the mood and is comfortable helps. Mentally she might not be comfortable having sex with you because of STD's and the fear of pregnancy.
