The user is under administrative group.Even then I wana disable the
regedit command as the user is doing R&D on that. Is there any way to change any key in the registry.

Just look at the rights you gave to the user (this depends on being in a administrative domain or not).

Under XP when user are basic used or restricted user they can not access regedit. They have to belong to the adminitrative group in order to get access to it.
