If you mean on a female I say long. BUT on some women short hair is cute and sexy.

Short hair looks much better on boys some look tough, cute, or sexy. But with long hair they look weird.

I shave my head.
I look younger bald than I do with thin hair on top or grey hair on the sides. At least it's not fake, like a rug or a combover.

My brother looks great with long hair and like a dork with short.
My husband looks like a murderer with long hair (the guy from amityville horror, George) and hot with short.
