It is very hard for guys, to see someone who they have thought of as a friend for a while, unless he is just a sex starved pig, then you wouldn't want him anyway, do you dress like a woman or more casual, go the whole hog and dress to the nines for a while, let them see what they could have if they where your boyfriend, nothing too over the top but more sexy plain jane type, it will either work in your favour or at least then you will see you are waisting your own time and you can get on with your life.
I have found over the years when I was younger, if I went looking for love or a girlfriend, they would always be just around the corner or just out of arms length, but get on with your life and just be you, no fancy stuff, just you, and things work out a lot better in life, trust me, I went looking for years but then realised the more I look the more people didn't want to know or the relationships didnt last because you are just being false and not really you,(personal experience, not saying you are) but dont look and you end up being you the person that they will like and the person they might want to stay with, and that is what you want people to like, sorry i am babbling on. hope everything works out well for you

By being less available as a friend. Dont get me me wrong - I'm not saying give up yo friends. Just be too busy to see people sometimes. Like playing hard to get... despite the fact that noone is trying to get (yet).
Also flirt more (dont be cheap though) Slap someone's bum now and then. Show cleavage! Show the crack of yo *** a little. Wear sexy clothes.
