People can actually hear and comprehend at speeds of at least 300 wpm, though to test this, researchers have had to use "time-compressed" speech. (The latter is based on tests by Ronald P Carver, professor of education research and psychology at the University of Missouri-Kansas City.)

I can give only a half-satisfactory answer. The Italian is the fastest language, its speakers say the most syllables in a minute. It is ( as it has turned out) counted by the number of syllables, containing a vowel. The fastest speakers are not the Italians, though, but British auctioneers. Funny, isn't it?
