The parking slots in the bar is meant for employees working in the bar and their boss.They can park their cars there.
Also some people have drivers for their car.

With a "designated driver" doing the driving sober, you need a parking place. Some also come to drink, then spend some time untl they are sober enough to drive. Others only have one or two drinks and never reach the legal limit. ;)
