It depends on how big your dog is and on how big your cat is, but we have successfully kept our dogs out of our cat's litter box for several years now without resorting to following the cat around with litter scoop in hand.
My dogs are pretty short (mini schnauzers) so this technique will work well with pretty much any small dog. We took a large Rubbermaid storage box with high sides and placed the litter directly into the bottom of it. The cat can easily jump in and out of the box, but the dogs aren't tall enough. If you desire even more security, you could cut a hole in the lid of the tote for the cat to jump down into the litter box.
If you don't want the hassle of cutting the lid yourself, several pet supply stores are now carrying a similar cat box with a hole pre-cut in the lid called the Clevercat Top Entry Litterbox.
Alternatively, you could spring for a litter box enclosure, which is basically just a wooden box covered with carpet on the outside and a hole cut in one end for the cat to get in and out. Usually the top is hinged or it lifts off so that you can get to the litter box to scoop or change it, but only the smallest of dogs can fit through the entry.
The only other option would be to put the cat box up high enough that the dogs couldn't reach it, but that isn't practical for most people.

It is pretty much impossible to keep a dog out of a cat box. Maybe putting the cat box in a corner with a barricade in front of it would work, with a ramp for the cat to get over the barricade. There's nothing worse than cat box breath on a dog!!

Keep it out of the area where the litter box is. Put a baby gate in the doorway so that the cats can jump over but the dog can't.
