If he saw you watching him, then you can use it to your advantage. Don't know why he'd keep it a secret from you or hide it. Maybe he's embarassed. If he didn't see you watching, keep it to yourself and chuckle next time you see him.

I don't think you should be to hard on him. My wife doesn't care much for sex so when I'm really horny she allowes me to sniff her panties and masturbate. She watches me and giggles and tells me to shoot my baby load in the toilet. Its better than nothing.

I suppose it denotes his seemingly intense love for you... or your panties... or the odor associated with them. Regardless of how gross, kinky, extreme, fetishist, or weird it may be... Nothing. Your scent turns him on a lot, apparently. If you're creeped out by it, just tell him you'd appreciate it if he didn't do it anymore, for that reason. Just don't bust his balls for it because it's really not that big of a deal. Remember, your scent turns him on :)
