Did she ingest any of the battery acid? If she did, go straight to the ER now.
If she did not, then just keep a close eye on her lip.
If it does not swell more within the next hour, and the skin does not break, then there is no need to see a doctor.
If things get worse, go to the doctor.

Take her to the doctor, or at least call the poison control hotline if you can't afford an er visit.
Battery acid can be very dangerous.
Acid and water do not mix... Baking soda will nutrilize the acid and keep it from eating your skin or causing futher irritation. I once spilled Sulfuric Acid on my arm and had to immediately pour baking soda all over my arm... No pleasent. Itchyness and dry skin on her lip will be expected as acid draws out the moisture in your skin.

Just a minute is still long enough to have hurt her. Get it checked out as rinsing or not, there could be residual acid as water does nothing for it, you needed a neutralizer. Also she could have ingested a bit of it and so could have hurt her throat.

normal reaction from acid, it should go down in a few hours, if not see a Doc, she has a mild chemical burn...
