What would be the correct way to say a statement such as
"In a time ____ technology rules the planet..."
what word goes in the blank? where? when? in which?

To use "in which", you'd have to remove "in" from the front of the sentence--A time in which technology rules--which would change the meaning of the sentence.

Ooh this is a tough one, but a fun one. Let's see. If one were to say, "a time where," it's acknowledging time as a place. If one were to say, "a time when," it's almost like saying time itself is a measure of time. Both have their possible oddness. I'd go with "when," though, just because it feels right.

i think the best way to make this sound right is to rearrange whatever you are trying to say, so you dont have to guess as to which is the right way to say it
