Ralph Wiggum - after they get him out of the ear in the Knowledgeum with a giant Q-Tip, he begins to do crazy stuff. Marge is concerned but Chief Wiggum is not worried. Marge starts talking to Ralph and tries to touch his shoulder and that's when he says it.

Ralph said it after Marge bent down and touched him on the shoulder to comfort him about not having any friends. ("I used to play by myself too..") They were in the Knowledgeum. This was the episode where Marge makes a play date for Bart and Ralph and they end up playing in an abandoned prison.
