I'm not going to lie, if a random guy came up to me and said " nice cleavage" and walked off I might be tempted to smack him in the back of the head. There is a time and place for everything thing. There is also a way to make a comment like that. For example: " Excuse me Miss, I just wanted to tell you that you look very attractive in that top!" or " Excuse me Miss, not to be rude or a perv in anyway but your cleavage is extremely sexy in that top!" They don't sound so dirty or freaky!!

There is a time and a place for everything. Since you really don't know how some women would take it then I don't think it would be a good idea to try this with "every" woman. If you happen to have an open dialog going and the mood seems right then go for it! But, don't just walk up to her and say "hey! great boobs!" That would be stupid. Remember, Timing, timing, timing and tact, tact, tact. Let the woman give you her signal. You know how it is quit acting like you aint already a playa, playa!

Remember there is a time and a place for everything. Also the better you know the person the more likely they are to accept it as it was intended. If it is a total stranger, as nice as her cleavage is to you... probably not a good idea to say so.

I'm never offended when a man says "Excuse me Miss (or Miss Lady), no disrespect intended, just wanted to say nice cleavage" and he keeps moving

If I am wearing a revealing top, then I welcome the looks from guys. I wouldn't think you are a perv if I have them out there on display. I wouldn't give you a dirty look, my boyfriend might, but I won't. LOL.

I think if it's the first thing you mention to a woman you don't already know well.... yeah, it's being a perv (or a guy).

I think most women would feel that it is rude for a guy to comment on it, even though you know that they must want people to notice, otherwise they'd cover up.
So it is confusing, but if it were you girlfriend, that would probably be a welcome comment.
