The item is an MP4 player. It costs $86, and shipping is $22.88 if that matters. I specifically would like to know for this item, but I am also interested in the import taxes on all electronics.

It is completely legal to import electronics from China.
Duties and Tariffs are based on the "Schedule B number" or the "harmonized code". For MP3 players this number is 8527 1300 it should be the same for the MP4 player. You can check with customs to determine if there is a duty.
