mother is a drunk, house is a pig pen, children run the streets late at night, there is no supervision, children cuss you, etc., etc.

If children services won't help it means there is something amiss.

You could get involved with the family ... or contact a church or temple or community center ....

The mother may have mental problems (as well as alcoholism) and be overwhelmed by life and parenthood. If childrens services cant/wont intervene, then see if you can find help through area mental health agency, talk to the childrens school counselor and/or principal.

Befriend the children if you can ... it may take time ... be kind to them, and be a mentor ...

Help the kids clean the house, teach them how.
If a number of people in the neighborhood or community can get involved, you just might help the kids for their future, whether or not you can help the mother (and you might help her too).

Yes, it takes time and involvement to be part of the solution ... but it pays back bigtime in the saved lives of other people.

why can't you get children's services on this? it sounds like reason enough. if you don't want them to know it was you who called, you can make the call anonymously.
at the very least call the police next time you see it happening.

That's bad.Children should be educated right from childhood to provide service to family.How ever if they grow without this basic education , they should be counseled by elders.
