Depends on where you're at.

I learned when I was living in Thailand for a month. But I have continued my experiences in Brazil, Japan, the Philippines, Australia, and Guam to name a few.

Not knowing where you are or your situation you can learn on vacation trips or pretty much at any certified scuba center near you. You can also search online or the yellow pages for local places nearest you.

Depends on where you are. Most towns have a ski and scuba shop of some sort. Look in the phonebook. The shops usually offer courses and the people in the area who dive often form groups that take trips (if you're not near a lake or ocean). You don't have to be near the ocean to learn. You learn the basics in the pool and then take a trip to the lake or ocean.

Where do you live? I know in Monterey, CA they have scuba classes you can take.

I went snorkleing in Hawaii. Hawaii might be a good place. I went there for vacation. It was beautiful, even under the water!

i learned at the canary islands, at fuerteventura. it's beautiful there and not at all cold so it's a very relaxed place to learn, very nice, AND they take your safety VERY serisouly which is the most important aspect of all!
