just make the person feel special in every way possible...unconditionally. personally i think love is fleeting, however true love is when you actually think and feel like growing old with the loved one. perhaps sharing this thought with that person would be the best way or....
a hug would be the best way, and then being the last one to let go from the embrace!

sometimes love requires action so saying something may lack weight I believe the best way to say I love you is by giving proof of it wether it is a kiss, a call exclusively to say it, a rose even if it is for a guy or just expressing it in public, that always shows you mean it.

The best way depends on the guts you have to tell him....
if you want you can tell it by just closing your eyes and tell him how you really feel...
te feels good to bring out the emotion and the feelings inside of you, its not easy but it will be very hard if you will just let the time goes by and let the feelings kill you..

give him more attention, and ask him to go with you and ur friends, and when u r alone with him say that you "like" him, and if he give positive reaction, say that you "love" him
