Don't take any chances if you feel iffy on it.
Toss them.
Not worth the pain.

Trust your nose, don't eat things that smell objectionable.
Also, partially frozen foods are much the same as partially refrigerated foods in that bacteria can start multiplying in the underpreserved/cooled areas and basically ruin the whole product.

If it just smells fishy and not bad, I'd rinse it and cook. Should be okay if still partially frozen and been in fridge.

They will be fine. i work at a restaurant that serves shrimp and we can keep them frozen for over a week and there be no problem. and as long as you bring them over the temperature of 180 for more then 5 min it will kill all bacteria (according to fda).

Fish and company go bad after 3 days.
Keep fish one day if you have to. You don't know how long it was at the dock or market unfrozen.
Like the commercial says, "Eat Fresh".

I would throw it out. It's hard to imagine how something that comes out of the water could smell so bad. Soap, Soap what is soap?
