Do you mean like God saying "I love You" to people here on earth? There is no passage exactly like that but here are some that come close.
John 17:23 I in them and you in me, that they may become perfectly one, so that the world may know that you sent me and loved them even as you loved me.
1 John 4:9 In this the love of God was made manifest among us, that God sent his only Son into the world, so that we might live through him. 10 In this is love, not that we have loved God but that he loved us and sent his Son to be the propitiation for our sins.
John 3:16 "For God so loved the world, that he gave his only Son, that whoever believes in him should not perish but have eternal life.
Romans 5:6 For while we were still weak, at the right time Christ died for the ungodly. 7 For one will scarcely die for a righteous person--though perhaps for a good person one would dare even to die-- 8 but God shows his love for us in that while we were still sinners, Christ died for us.
Ephesians 2:4 But God, being rich in mercy, because of the great love with which he loved us, 5 even when we were dead in our trespasses, made us alive together with Christ--by grace you have been saved--

Corinthians 11:11 "Because I love you not?
Corinthians 12:15 "And I will very gladly spend and be spent for you; though the more abundantly I love you, the less I be loved. "
Those are the only two places in the Bible where the exact phrase "I love you" appears. There are numerous other places where similar phrases appear, but you wanted the exact phrase, so you've only got two places to look.

Jud. 16:15 has those words, in the New International Version, though the context is a bit different than I think you intended.
