Are they afraid someone will clean them?

The owners of the stations are afraid of people having sex in the restrooms, so they keep them locked. This way they can monitor who is using their restroom.
On a side note - it would be LOVELY if the restrooms were clean, but alas that is not the case.

Because people were committing crimes in them, prostitutes were using them for johns, drug addicts were using them to get high and with the women they were getting raped by perpetrators waiting for them in the restrooms.

to prevent people from hiding in them to attack people, graffiti, vandalism, theft, drug use...
