well, if u do not want to be in a relationship but u still want to have fun and sex-then u do 1 night stand...
flirting is to begin a relationship, or to have fun....

Cause they are raging hormoned teenagers and or young 20somethings. All some people think about is sex, in a sense, they are a like an animal thats "in heat" :P

They're not ready for commitment. 1 night stands keep them social and free. Its what they like.

sometimes its nice just to flirt and have naughty fun with someone random, and know that you wont be expected to enter a relationship with that person the next day.
