A friend of mine pointed out a few observations. A few years back, alot of bathroom tissue was still being manufactured using inks to print pretty flowers or other delicate designs on one side of the paper. If you had the roll turned in such a way as to pull the sheets from the bottom, you could not see the pint. Some believe this was a way to instruct people to install the tissue in it's holder, in a user friendly manner. From the top. Thus, people became accustomed to installing the tissue, so it unrolled from the top. Since Toddlers and Preschoolers who are learning to use the "Big Potty" had easier access to the roll, many a Parent has discovered and passed on to other unwary new Parents and GrandParents, that it is more difficult for the little one to unroll the tissue, if it unrolls from the bottom. And with proper supervision, can be more easily taught to take their time, and unroll just what is needed. I have seen the footage of videos that show the child or pet that had great fun at unrolling the entire roll in just seconds, when the roll was installed from the top. Now that manufacturers of Bathroom Tissue, no longer use the inks and dyes once used, one can choose for themselves. From the top or from the bottom. My Mom still folds under two corners, Hotel Style, to welcome her out of town visitors and other guests, who need to use her facilities.

You are correct. If you enter any hotel you will find that the toilet paper rolls over the top. Why is this correct? I don't know, but I do know it is much easier to roll off like that.

well, any fool knows it is supposed to unroll over the top. that way the loose end is held out slightly away from the wall, and even bleary-eyed when you first get up, you are able to grab the end to attend to the "paperwork" that no job is complete without. if the roll is put in backwards, the end will slither down the wall, and be difficult to grasp while half-asleep.

Over the top sounds right to me. Saves banging knuckles on the wall when you're trying to get the loose end.

The proper direction is from the top so that the end will be more visible, thus more user friendly.
