He was referring to people who converted from Judaism. They were trying to force Jewish traditions onto christians that did not have a jewish background.
He did not say that converted jews could not practice their traditions, nor that they could not teach gentiles (non-jews) these traditions. But he said not to force these traditions on gentiles as a requirement for being a christian.

There it's talking about the Jews that ruled at that time called Pharisees, and Sadducces, they made up the Sanhedren. They thought that they were better than most other people, and Paul was saying that when your looking for some one t fill a position they shouldn't act as the rulers. By the way any time that the Bible talks about Circumcision is the Jews, because God told Abraham to start this practice with Isac

The circumcision group is the Jews. He is referring to lie regarding Christ's body being stolen and not having been resurrected.
Matthew 28

Those of the circumcision were a group of jews who believed that; because they were circumcised, they had some sort of higher standing among God's people. They were going around trying to make people believe this fallacy as well. You have to remember that in that church there was a wide mix of folks, Jewish, pagan, Roman, and so on....It was quite a task to bring them all into the same understanding.

The first Christians were mostly Jews. Some of them believed a gentile could not be a Christian unless he/she became a Jew first. This included circumcising the new male converts of whatever age.
Paul said this was not necessary and called those people the circumcision party. He suggested that they should go all the way and emasculate themselves.

I was taught in bible study that there was a group of men back then, called "the circumcision" who believed that you can believe in Jesus, but that you must also be circumcised to have salvation. They believed in faith + works. They made salvation Jesus + circumcision instead of just faith. Many times in the new testament it simply states you are saved by faith. Even in the old testament when Abraham "believed" he was counted righteous because of his faith, because he believed God. The circumcision group tried to incorporate all of the old testament rules with faith in Jesus to create their own version of salvation. I hope this helps. God Bless, Diana
