The Catholic Church is not in any moral violation by hosting Casino and/or Bingo functions so long as the funds house-funds go to a charitable cause.
Also, the parish hosting such events must ensure that the virtue of temperance is not violated.
Temperance is the virtue that disposes us to avoid every kind of excess. In this case; gambling addiction, because it may endanger the gambler and possibly his/her family by jeopardizing their financial situation.

There is no "official position". Rather the supporting or not supporting of such methods are left to the prudence of the local bishop (who has control over the fund raising in his diocese done by Catholic organizations) who determines according to moral law and natural law. Primary concern is the fostering of a healthy society and the well being of souls.

The same way we view drinking alcohol... a little is okay, but know when you've had enough. If someone was really "ruining" themself at a charity casino or bingo night, I'm sure someone would say something. But that's practically impossible. The stakes are too low.
P.S. If anyone wants argue about alcohol, please save your breath. Jesus drank wine. 'Nuff said. *Drunkenness* is a sin, not drinking. I forgot where it said that in the Bible (about drunkenness)... never been good at remembering that, but I always remember what it said. Here's a link with a better memory than I have. ;)

Many Catholic schools supplement tuition with weekly bingo nights. Personally I don't like it (bingo is boring).
