In "Yahoo Answers", I really don't know. I've tried "Alt" + 164. It does not work.
In "Microsoft Word", follow the path
Start||All Programs||Accessories||System Tools||Character Map.
The at 'font' ,choose "Times Roman Numeral", and follow the directions.
If you are typing Spanish, choose all such special characters together, including the upside question mark, and anytime you need one, go to copy (which will copy all), then remove the ones you do not need.

While holding down the alt key, go to the number pad and put in number 164, then release the alt key and you have : ñ ñ
(the Spanish alphabet has two extra letters, one is ch, it comes after c. The other one is ñ, it comes after n. Niño (male child) is an example of a word that uses ñ!

it's used for spanish characters...you would have to load spanish keyboard drivers for your keyboard.
