99 cents because if you have a 100 coins you have a dollar and if you take 1 cent away you'll have the largest amount of coins in change and not able to make a dollar.

I thought $.99 at first, but seems that it really is $1.19, in 3 quarters, 4 dimes, and 4 pennys.
