...it looks like a flat railcar that has a handle and two people use it to go down the tracks? They pump the handle up and down. You usually see these in old movies, TV shows, etc.

That is called a "hand trolley" or "hand car". There are several types, with three wheels for one person, with four wheels for up to ten passengers. The modern ones are called "motor trolleys" and can carry from four to ten passengers and pull one or several trailers.
