Everybody plays the field until they get married, so why not? You're not stealing a dude's girl, unless the dude happens to be a good friend of yours. Then that's a big no-no. But if the girl breaks up with your friend and a several weeks pass, you can go ahead.

Are they serious? Do they spend every day together, and have been dating for a long time? If not, then I think it's fine to let her know how you feel. If there is not serious commitment, than she may still be looking for the right person to share a relationship with.
You might be it. If this is serious, then just ask yourself will you be able to trust her once you have her? Or will she just dump you for the next guy who wants her? Just be careful, ya know... Good luck :)

You can tell her that you are into her and then leave the Ball in her court but do not go pursuing her and getting all pushy and stuff she does have a man who she may love and you need to respect a girl. be honest but then just chill.

If she wanted you back, she won't be with her bf. Put your effort toward something that might actually have potential, because the only thing she'll be doing is playing with your head and feeding off your attention.

Don't do it, because if things go wrong, she's gonna see you as the guy who interfered in her relationship. If you wait for her to become single again, it will be more respectful and honorable.
