You need to apply for the PIN. It's very easy to do, though, from the FAFSA web site. They'll mail it to you within a couple of weeks.
And no, it's not wrong to apply for financial aid if you're going to a community college. You SHOULD apply for financial aid! It still costs money, you're still going to need books and have other expenses. I work at a community college, and almost all of our students get some form of financial aid.
Don't forget to see if the individual college has their own financial aid in addition to the federal financial aid. And look for scholarships, too. But NEVER pay someone who says they'll find scholarships for you. There is nothing these "agencies" can do that you can't do yourself and anyone who charges you and then guarantees to get you a scholarship is a scam. Stay away.
Also, to clarify some of the answers listed above -- you asked who had to apply for the PIN. That would be you. Some of the answers seem to refer to who fills out the FAFSA. If you are still dependent on your parents (i.e., they claim you on their taxes) then you will need their tax information to fill out the FAFSA. If you filed taxes, you will need that information as well.
Also, whether or not you have to pay back money depends on the type of financial aid you get. Grants, you do not have to pay back unless you drop the class. For example, if you get financial aid for a full-time student, and you register for full time, then withdraw from a class later and you become a part-time student, you may have to pay back money you were given (depending on when you withdraw). Loans, you do have to pay back and the repayment plan varies from lender to lender.
It's your responsibility to read the terms and to ask the questions. Don't expect the financial aid office to tell you everything you need to know -- there's no way they can anticipate everything. Be smart, ask the questions, read the fine print, and don't trust what other students tell you -- there's a lot of misinformation out there. Ask the Financial Aid office.

I believe your parents have to do the FASFA and no its not wrong to apply for financial aid for community college just be sure you
are checking your repayment schedule and make sure you can
afford the payments. I had financial aid that I had to pay back and they told me that it would be 130 dollars a month and it was for the first year then the payment doubled and the financial aid dept didn't tell me. I found out from the lender and it really sucks I have found my self in a mess trying to pay back all the debt

You both need one is you were born after 1/1/1983. They need one because they need to use the pin to sign for the information they provide. You need one to sign for the information you provide. If you were born before 1/1/1983, then only you need one since their information is not used.

you and your parents both need to get a pin. it's going to ask for both ur pin and ur parents pin if you fill it out online.
Even though community colleges are cheaper, there people who can't afford to pay the whole fee so it's not wrong.

U bcz its based on u and what ur parents make.. and as far as financial aid in community college is better bcz they actual give u more $$$ and its a little bit cheaper!!

u r definitely not going to get as much if u r going to go to community college becus it doesnt cost as much. financial aid is good. if u need money then apply for it. there is no shame in it.. try to get grants tho becus u dont have to pay those back. and scholorships. ok

It's best if both you and a parent get a PIN. When I filled out my daughters, we used both.
