No, I do not believe she is obligated to pay and no one can force her to do it. If it was a good friend, then perhaps she would share. But your co-worker did not need to let her cut in line, either.

If the co-worker cut in front, the other co-worker should have "stood ground" and defended his/her position.

Cutting in line is a different issue to discuss. Whoever bought the ticket owns it.

I am sure there are more than one kind of ticket. Was this ticket the exact same one that the other co-worker wanted to buy.

If the same person cut in front of the other co-worker, in front of an elevator, and that person missed the elevator ride. Then got killed due to a faulty cable, does that mean we have to kill the person who "should have" entered the elevator?

Do you know for sure that the other coworker would have bought the same scratch ticket? Even so, if the coworker was rude enough to cut in line, then does proper etticate even matter?

yes. She cut in line and therefore the ticket was meant for your other co worker. Unless the co worker let her go in ahead of her.
